  Appears to be a ghost winner. Project holder and winning designer are both from Austin, Texas and designer has no history.

  I have uploaded a file showing what I am looking for in the way of a logo. The colors used are from the googie era architecture of the 1940's and 50's. Yellow, red, light blue , maybe teal blue, green, black and white.
