    #25 make level A guy a little smaller so the crowding doesn't happen at the top hexagon. Maybe the top of his head just below the top hexagon

    #19 pull the hexagons overlap not as much and slightly larger, the level A guy facing the right (flip him on the vertical axis). The "line" that the hexagons make, the tank on the back of the level A guy should fit into the negative space the hexagons make

    #19switch the level A guy and the skull/bio symbol right to left left to right. More overlap on the hexogons with the top one in the front each one after behind the previous one.
    Naming as:

    PS make the bio/skull symbol red and add the non flammable to the last hexagon
    Make the words like in #17 to read:

    #18 Turn the Level A guy around so he is facing to the right rather then the left. Make all the hexagons bigger and possibly over lap a little. Size up the bio and skull a little larger.     But without the spikes on the cartridges- basically a skull with a gas mask on embedded into the bio symbol

    #15 is the closest. But the coors would follow the placard, so Radiation would be purple propeller, yellow background, Corrosive is black drawing white background (black outline of the hexagon. Explosive is black and orange, Oxidizer is Black and yellow, Flammable is black and red, non flammable is white and green. The guy has to be Level A at a 45 degree angle like the attached:

    Hugetartup, I have a suggestion. Take design 5 and use the hexagons in design 4. Lay out the hexagons just like the circles in design 5. Each hexagon will be a different color as it relates to the following hazards, Starting at the top Radiation symbol, next is the corrosive symbol, next is the explosive symbol, and next would be the oxidizer symbol, next would be the flammable and last the non flammable. The skull is over the bio symbol like in 7,8 but placed in the same area as in 5 but larger. Were the flame is replace with the Level A guy as discussed in previous note.     #5 is more the direction. However I don't like the flame. Maybe inside each of the balls starting at the top place a flame, next ball a bursting ball, next ball biological symbol and something in place say an atom in place of the flame

    #4,3,2 looks to much like the national fire acedemy logo. How about some hazmat symbols such as skull/crossbones, radiation, The fire symbol that you have here and the bio symbol as examples.

    Attention Designers!!
