As I mention in my brief, there's a vision of taking this same program to Wisconsin and then other states. I realized I might as well have those variations included right up front. So please include in your submission three versions of your design:
1 that uses MN
1 that uses WI
1 that uses the word "America"

I can get verbose. To summarize my previous comment:
1) You can use more than 2 colors
2) Please include some 3D or shadow effect
3) Please try to include a "giving" or mission type feel or element into your design

To all designers:
This is the first time I've used LogoDesignGuru, so I've learned a lot in just the past couple of days. Thanks to all of you who've already submitted designs. My apologies to any of you are going to feel like I'm one of those clients who changes the specs mid-way through the project. I feel your pain. All I can say is I'm learning.
Here's what I've learned: #1. My "2 color" limitation is probably unnecessary. I'm not going to be running 10,000 book covers of this on a printing press. I'm going to use the design in two places:
My web site (where obviously, there's no need for that limitation)
Business cards (where it might end up costing me $20 more per 250, but I'm not building a multi-national conglomerate, so the number of cards printed is going to be low.)
I'm assuming this will give you designers more freedom to communicate the vision you have for your logo. No need to go crazy - a great simple design beats a great complicated design any day - but you can remove that restriction. #2. I find "3D" designs really appealing, designs that have a shaded finish to them, some glossiness, and definitely a "shadow" element that gives the logo some weight. To the extent you can incorporate any of these elements in your design, it will likely have more appeal. #3. A very savvy designer picked up an important point from my brief that I didn't emphasize that much, but now that I've seen it, gives her design another level of appeal. This company - its reason for being - will be GIVING AWAY wireless phones to those who otherwise can't afford them. People on food stamps, section 8 housing, the poor. My company is NOT a non-profit - if I'm successful and give away lots of phones - I make money. But that aspect of its mission is very important to me. To the extent you can work that "mission" and "purpose" feel into your logo, your design will have a leg up. A sort of helping and assistance feel to the logo would be great.

Watching my reactions to designs submitted so far, here are tips/suggestions I can share:
Designs that are really abstract are not likely to appeal to me
I'll find more appealing fonts that lean toward the more classic / clean end of the spectrum vs fonts that are futuristic, high tech, cartoonish
Any designs that HAVEN'T included some sort of graphic of a cell phone incorporated into the logo have been eliminated. I'm not saying I won't consider one that doesn't, but you're odds are likely much better if it includes one.

I like this design a lot! Here's why:
It's "clean"
I like the phone icon - and it's pretty clear it's a wireless phone
I like the way MN could be subsituted with another state down the road
If I were to change anything, it would be the font. The font is a little .... too "casual", too "light"?
Design is definitely appealing. I look forward to reviewing many more!
